Do still submit 1040-V form

Hi, 

I e-filed my Federal taxes, which told me I needed to pay the Federal Govt. 

I put in my bank account information for them to debit out. 

Then a couple of hours later I found out I missed a 1099 Composite sheet and amended my taxes. 

From the amendment, TurboTax now states that I should receive some money back. 

At the end of the app, TurboTax told me to print out and send a Form 1040-V Payment Voucher for Individuals sheet ( looks like a check) 

Do I still send this check/ slip to the IRS or not? 

1st - owe $ to Govt 

Amendment - Get $ from the Govt

TurboTax has a little check-looking sheet of paper
