Does a product packaging item that goes inside of an envelope count as a shipping expense?

For example: I mail out the product that I sell to customers.  Inside of their package I include a few small thank you gifts.  I place these small thank you gifts inside of a small plastic sealable baggie.  I also use these same small baggies to package up samples that I send out.  What category would these small baggies go under?  Office supplies, shipping supplies?

there are actually very few industries that have standards for what category an expense falls into.  though shipping supplies likely comes closest to describing the expense you mention. but another business might use office supplies or office expense or misc expense or materials and supplies or postage and shipping or.......
