Does cash gift drawn from an inheritance in foreign country to a foreign person count against a US citizen's annual and lifetime gift allowance and exemption?

I am thinking about gifting my sister for taking care of my mom in China before she passed away. The gift will come out of the inheritance I received from my Mom. Does that count against my annual and lifetime gift allowance and exemption?

Gifts made by a US citizen to a foreign person receive the same tax treatment as gifts between US citizens.

 

If the gift exceeds the annual exclusion ($17,000 for 2023), the donor has to file a Gift tax return and the gift counts toward the lifetime gift exclusion of the donor ($12.92 million per person for 2023).
