Does full year coverage need to be checked for RI 1040NR? Line 15b. My return won’t file if it is checked or unchecked.

I lived and worked outside the USA for the entire year and had health coverage in the UK. The directions for the Ri 1040NR state to not check box 15b. It rejects either way, turbo tax does not seem to have the update for 2020

No. Full-year non-residents are to leave the checkbox on page 1, line 15b unchecked and are not assessed a penalty as a nonresident of Rhode Island

 

You have to make sure that you mark Out of State on the Rhode Island screen Supply an Address

 

I completed a mock-up return with a nonresident Rhode Island return and indicated I lived out of state and there were no questions on health insurance nor was a penalty assessed.

Thank you for your reply.  I have done just that.  My address says "out of state" and the box is unchecked.  It will not get through the TurboTax Complete Check.  

 

It states "Form RI-1040NR: Full year coverage can be checked. Your gross income or your household income was less than your applicable minimum threshold for filing a tax return."

 
If I check the box, I get the same error.  So, checked or unchecked, it keeps failing the review before filing.  It is a new box this year, is it possible that TurboTax has not updated it properly?  We are currently out of the country and all our income was made out of the USA but RI is our home state.
