An installment plan is generally requested when you are unable to pay your tax liability in full by the due date of the returns (April 18, 2017, for the 2016 return).

This does not need to be paid in full by April 18.  However, it is a good idea to pay as much of the liability as you possibly can to minimize penalties and interest.
