Yes Medicare satisfies the  insurance requirements of the ACA

While that may be all the user wants to know, it's also possible that the user may be asking about a specific screen that asks IF they had Obamacare,  healthcare.gov, or marketplace insurance and perhaps wanting to know how to answer that if they had Medicare.  I can't post the screen here in a comment, so I'll post it in an another answer just in case that is the screen causing confusion.

As pk mentioned above, you may just be asking if Medicare qualifies as minimal essential healthcare coverage to avoid the penalty under the ACA law, in which case it does if you have Medicare A and B, or Medicare A only, or a Medicare Advantage Plan (also sometimes called Part C). 

Or are you asking about this specific screen shown below?    Do you have Medicare and are asking how to answer the screen shown in the image below?

Medicare is not one of the items listed on the screen image below.    How to answer this screen will depend on whether you had Medicare all year, or whether you had one of these Obamacare/marketplace/healthcare.gov plans for part of the year and then switched to Medicare.   If you had Medicare all year for 2017, then on the screen shown below you would say NO, that you did not have one of these plans.  If you had Medicare only part-year, and if you had one of the listed plan types part of the year, then you would say YES.
