Does my stay at home spouse in 2020 count as a dependent for the third stimulus check?

NO.  A spouse is never counted as a dependent.   You should file a joint return.  You can file a joint return even if one spouse has little or no income.  That way you get the married standard deduction of $24,800.  And---you receive stimulus checks for both spouses.
