Does step daughter moved in with us at the beginning of this year she is 19 lives with us does she still qualify

Does she quality as a dependent and while she qualify for the 2021 child tax credit but they are paying out now in July

No, the new Child Tax Credit is for dependents under the age of 18 at the end of 2021 (previously the Child Tax Credit was for children under 17).

She can qualify for the other dependent credit. Please see Who can I claim as my dependent?
