Does the Turbotax "Free" version cover IRA (taxable) distributions and Obamacare (ACA) or do I need to pay for "Deluxe" version?

    Yes, unless you must pay a penalty for not having health insurance for the entire year, then it requires a schedule that the Free Edition does not support.

    Add to that:  ALSO if your IRA distribution is an early distribution subject to the 10% penalty because you are under age 59 1/2 then Deluxe (or higher) is required to report the penalty and 5329 form.
