Does TurboTax file as soon as a pay? Or can I pay and then review the document before it is filed?

TurboTax doesn't file your return until you go completely through the interview section until you click on the icon that says, "Transmit my returns". See the TurboTax FAQ below.

As for previewing your return prior to e-filing, you can do that by making payment before completing the e-file. See instructions below.
