what does this mean?

It means that a number that the IRS assigned to your federal return doesn't work on a state return (one theory).

Look at this answer from 2022:

If you are filing your state business taxes separately from your Federal returns(and they have already been accepted), this may be what's causing the issue.

In some cases, certain business tax forms filed may not be supported by TurboTax for electronic filing.
