Energy improvement credit... signed contract on 12-28-2016 ... work done in 2017 ... can I claim on 2016 taxes?

You can claim the credit in the year you paid for the work done, not when you signed the contract. If you  signed and paid in 2016, then you may deduct it on your 2016 tax return. Otherwise, it would have to be reported on your 2017 tax return.
