Entering Amended Federal Tax Return Refund on Oregon 2021 Non-Resident Return

I am helping my son file his 2021 tax returns.  He is a California resident, but needs to complete an Oregon Non-Resident return to account for some earned income.  For the Oregon return, TurboTax asks whether he received a federal tax refund in 2021.  Due to a TurboTax mistake, he had to file an amended 2020 federal tax return (as well as an amended Oregon return).  That amended federal return has not been processed yet by the IRS, but it involves a $155 tax refund. The tax refund should be processed later in 2022. Since the TT question asks about federal tax refunds in 2021, should we reply "no"?
