My wife's father passed away in 2018. He received a MD state tax refund of $1,300.00 in 2019 so he received Form 1099G in his name. He only had checking, savings, savings account, and a couple CD's but had no property. My wife was the only beneficiary so how is this to be reported?

You do not need to report this if this is the only 2019 form.  No filing requirement.
