Filed taxes, rejected do to ss number being used. Filed again mailing in, but upon filing was flagged i owe from previous year but got a return. Why wasnt flag 1st time?

It submitted the 1st time with the original refund amount but was rejected do to dependent ss number being used. Filed 2nd time. Having to print and mail in to IRS but it dropped my refund amount by $502 stating i owed from 2019. I got a return last year so why wasnt it kept from last years return? Why wasnt it flagged the 1st time I submitted before it got rejected?

You have to ask the IRS.  Perhaps someone else claimed that same dependent (or dependent filed his/her own return) in between. Or the IRS received additional 2019 data after you filed 2019.  They do not notify TT.
