Filing for daughter using CD/software, first time daughter ever filed (new grad), fed rejecting saying AGI doesn't match from last yr. She has never filed before, ever?

Resubmitted and changed AGI to "0", even though I think that is what is was the first time. Still rejected.  This doesn't mean that someone fraudulently filed using her ssn last year does it?

Not at all.  It's not unusual for a person to have to paper file their fist tax return.  Not the best introduction for her to the filing system but it often happens.
