Filing for my 17 year old dependent who had some dividends in a youth account. It makes no difference in his refund yet I cannot file a free return with these. Can I omit

Can I omit including details since it makes no difference in his refund and use the free version of TurboTax? Paying wipes out his entire refund

I would not be comfortable omitting income. See if he can use IRS Free File.

If the dividends are more than $2,300 he will be subject to "kiddie tax."

No, if you are filing a tax return, you must include all income from all sources regardless of whether or not it makes a difference on the return.
