First, do I have to purchase a TurboTax product to report 1099 income from 3 years ago?

Yes, you will need to amend each year that needs the additional income.

You can amend returns that have been accepted by the IRS. If your return is pending, you won't be able to make any changes until it's accepted or rejected by the IRS. If you don't know your e-file status, we can help you check it.

Select a tax year for specific amending instructions.

Keep in mind: You have 3 years from the date you filed your return (or 2 years after you paid the tax due, whichever is later) to file an amended return, which means you don't have to get it done by the April 15 filing deadline.

If you did not file at all three years ago then, yes, you need to purchase the software to prepare a return, and then it has to be printed, signed and mailed.
 If you need to prepare a return for 2015, 2016, or 2017 you can purchase and download desktop software to do it, then print, sign,  and mail the return(s)

Remember to prepare your state return as well—if you live in a state that has a state income tax.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS received the return.
Note:  The desktop software you need to prepare the prior year return must be installed/downloaded to a full PC or Mac.  It cannot be used on a mobile device.

Hello again, I'm reporting small income amounts, less than $600. Is purchasing necessary?

Either use the software or download the forms and prepare them by hand.
