If you are entering a w-2, use both lines.  You can add multiple lines for boxes 18-20.    If there is an amount in box 19, that means that amount was withheld and sent to whatever locality is named in box 20.

  • box 18 is the base amount for the tax  (can be different or the same for each locality)
  • box 19 is the tax that was withheld
  • box 20 is the name of the locality (where your tax $ went to)

There is an + Another Locality button you can click on if you have multiple locality taxes withheld.   If you are asking about something else, please reply.
