If you are entering a w-2, use both lines. You can add multiple lines for boxes 18-20. If there is an amount in box 19, that means that amount was withheld and sent to whatever locality is named in box 20. box 18 is the base amount for the tax (can be different or the same for each locality) box 19 is the tax that was withheld box 20 is the name of the locality (where your tax $ went to)There is an + Another Locality button you can click on if you have multiple locality taxes withheld.
