For mailing instructions, do i need to send every single page of my returns for state and federal? example: total page is 38 pages?

You just need to mail your form 1040 and the other pages that have an attached sequence number. These related schedules and forms behind your return in the order of the sequence number located in the upper right-hand corner of the schedule or form. You will also want to send a copy of your income documents: W-2, 1099-R,...

The same rule applies to the state return. You will send the first page and all sequential numbered pages along with your income documents.
