Having federal taxes withheld is not a requirement to file a return  ... you have to file a return if you are required to file one and you either get a refund or have a balance due  or have dependents/deductions to claim.   So prepare a return to see if you are indeed required to file it.

Of course you can still file.  And it is very possible that you will owe tax.  But we cannot see your information so we do not know if you will owe.  What income documents do you have?  Do you have a W-2?  Or some kind of 1099?  Were you self-employed?    Do you have a 1099NEC?
