Form 2210 auto add when I'm still getting a refund.

I'm not able to file because your software is adding a 2210 underpayment form when I don't owe extra taxes.  I have a Refund balance I should not need to file 2210.

    The IRS has been more diligent about adding the penalty in the past few years. If you are paying estimated taxes, the penalty is figured separately for each required payment.

     

    This is from the instructions for Form 2210:

     

     

     

    Form 2210 is scheduled to be available today and should be ready for your return in the next few days.

    Your Form 2210 for TurboTax2020 is wrong.  Line 3 of Form 2210 says to include the COVID Stimulus Credit.  I did not receive either of the first 2 credits, but I do qualify based on my 2020 income so I'm claiming the credit on my taxes.  Your Form 2210 is NOT adding that to line 3 of Form 2210 hence why it's adding form 2210 to my return.  Is this going to get fixed or do I need to fire TurboTax?
