Is there  safe harbor option similar to RP-2018-09 for claiming the deductions for a "less than total loss" of my home flooded with 30" of water during Hurricane Milton, DR-4834?  I have only the repair and replacement cost receipts for the work done and property replaced. I did not have flood insurance coverage. I do not have any appraisals, but I have the receipts from the contractors and invoices for the building supplies. I acted as contract manager. Examples of the losses would be wallboard, flooring, cabinets, appliances, furniture, doors, etc.

There is no safe harbor election amount for disaster losses.  In this instance you have all of your receipts so it should be just fine.  Add them all up and save them in a safe place in case there are ever any questions.  Your deduction shouldn't be bigger than the total amount that you have documentation for.
