form8938 exchange rate

I am filling in form 8938.

About line 25, should I write exchange rate as treasury reporting way? Or, reciprocal number? 

For example,

Treasury report site says 131.83 yen per USD. Should I write 131.83 in line 25? Or, 0.007585?

    In box 25 (b) of form 8938, you should enter the exchange rate as it appears on the Treasury document, i.e. 131,83. You then divide the amount in Yen by 131,83 to obtain the amount in USD.
