Data from form 1099-R carry forward to State (AL) block 14 State Distribution comes forward as Tax withheld on Itemized tax's paid on federal itemized deductions and as tax's paid on state return.

Yes. The Form 1099-R has box 14 for state tax withheld. Box 16 is state distribution amount. What you are describing is correct. The state tax does carry to itemized deductions. It also carries to AL as tax paid.
