Foster child did not live with anyone more than six months this year

I know a foster parent can claim their foster child as a dependent if the child lives with them for sixth months + 1 day of the year.

 

However, if a foster child does not live in any one home for a full 6 months, who can claim them as a dependent?  For example: if child has a a 4-month placement, a 3-month placement, and a 5-month placement, can anyone claim them?  Does the longest placement claim them?

If the child did not live with anyone for more than 6 months then nobody can claim the child as a dependent.
