I was able to do the R.22.0 update but then when I tried to open the program it said it had to update and then gave me the 1603 error again.

I found a way the patch worked, it makes no sense but I opened my browser in incognito mode.  I clicked on manual patch, It opened a screen that said Turbo Tax updating.  It finish and I got back into Turbo Tax.  I got same message about updating failed but before it gave me an error message I clicked cancel.  Then I was able to get into my Turbo Tax.  I figured the update would show new date taxes are due but it does not.  Still says April 15.  Hope this helps.
