No, I cannot go to the pape where my information can be entered to pay the state charge for filing. 

Keeps saying it has hit a snag.

You can try deleting your browser's cookies. Please see this Turbo Tax FAQ regarding  How to delete cookies! If that doesn't work try using a different browser all together.
