Health insurance in a foreign country

From Jan. through Aug., my wife and I lived in Texas and had health insurance through a public university. But in Sept., we moved to a foreign country and got health insurance from Sept. through Dec. in the foreign country. So how does this work? We had health insurance the entire year, but not always in the U.S. Any advice on how to declare this?

Here is a link to a Marketplace tool with more information, including how to apply for an exemption. If you qualify for a health coverage exemption you may have all or part of the penalty waived. Turbo tax will walk you through questions about possible exemptions and ask if you have applied for one, when you click on Health Insurance, at the top.

If you have an Exemption Certificate Number, or you have applied and are waiting on the number, and you did not have health insurance for all or part of 2016, here's how to enter it.
When asked, Did you have health insurance coverage in 2016?, select either the second or third option, depending on your 2016 situation, and Continue.
If you had insurance part of the year, select the months you had insurance for and Continue.
On the Did you have a situation that waives the tax penalty for being uninsured? screen, scroll down to Applied for a penalty exemption, and select Got an exemption certificate number from the Marketplace or I haven't received one yet and Continue.
On the Let's get your exemption certificate number (ECN)screen, select or enter the requested information and Continue. If you have applied and are waiting on your number, you may enter pending in the certificate box.
