Hello! I currently am unable to submit my paperwork for E-filing because the system is telling me I need to enter an apartment number on my Oregon return.

You could either add the information directly on the form/screen as you go through the Review process

After sign back into your account, to your left, select Review and follow prompts

Or re-visit your state section to edit information:
