Help: Our records indicate that you are not entitled to e-file one or more formsets

I've always e-filed, but this year I'm getting this error:

Your transmission didn't go through

We could not e-file your return for the following reason:
Our records indicate that you are not entitled to e-file one or more formsets.

I already tried 3 times, tried signing in and out, still getting the same error. Also, I was already charged for state tax filing. The only difference between this and past returns is that I was a part-year CA resident (moved from CA to TX in 2021), but that does not make my return ineligible for e-filing.

I have shared my file with the Agent through Tax Tools. Token number is: 1016253. Please help, thanks.

Earlier this year, this happened when taxpayers were able to add a state without paying for it. Upon looking at it, they realized that somehow TurboTax had allowed the taxpayer to download the state and not pay for it. The XML data that the electronic return consists of is called a "formset", and something downstream caught that you were trying to e-file without having paid for the state.

This NOT to blame you - TurboTax should no have let this happen - but taxpayers earlier in the year found that when they checked and paid for the state, the e-file went through fine.

I see that you may have paid already - "I was already charged for state tax filing" - but I don't know what else to tell you.

I would encourage you at this late date to file extensions, since this is unlikely to be resolved tonight
