Actually there is no "Colorado Tax Form for February 2023".  I can only speculate as to what you were actually told.  Currently, TurboTax provides the means to complete and file your 2022 tax returns.  TurboTax and various partnering financial institutions do offer some incentives to do your return earlier than the April deadline.  Perhaps you were told about one of those?

Yes. You can file your Colorado income tax return through TurboTax. 

TurboTax will transfer all your federal information to state, plus you'll have to answer some state-only questions in the Colorado section.

You can also file a Colorado return or property tax rebate for free directly on the Colorado Department of Revenue's website.

Go to File a Return of PTC Form at Revenue Online. The 2022 Individual Income Tax Return link is not available yet. Colorado says please check back on February 17, 2023.
