How can I attach copies of my paystubs and W2 on TurboTax? When I previously filed a DC state tax return, processing failed because these were not attached.

No. You do not attach paystubs nor W-2's when you e-file. First of all you should not even be using paystubs to prepare your tax return. You need to wait and use the W-2 's. Employers have until January 31 to issue those. And if you enter them into the software all of the data is transmitted when you e-file.

If you file by MAIL you are supposed to attach copies of W-2 's or 1099's that show tax withheld. You do not send pay stubs.
