You can apply for an IRS installment plan so that you can make payments on your federal balance due. You can go ahead and file your return through TurboTax and apply for a payment agreement by filing Form 9465. You can apply online through the Online Payment Agreement tool or apply by phone, mail, or in-person at an IRS walk-in office by submitting Form 9465, Installment Agreement Request.

There are no extensions for taxes owed, only for the actual filing of the tax return.  Taxes owed are to be paid on or before April 15, 2019 to avoid a failure to pay penalty.
