If you're talking about the online program for the 2021 return, then when you can pass the review tab with no restrictions then you can move on to the file tab and choose to mail in the return. By doing so the proper forms an instructions will be presented for printing.

After you have completed your tax return, in the File section of the program you can select to File by Mail. Then you will have to print, sign, date and mail the tax return to the IRS and to your state if you are also completing a state tax return.

Be very clear on this----TurboTax does not not mail your tax return for you. When you choose to file by mail you have to print the return, sign it in ink and mail it yourself. And you should use a mailing service that will track it so you will know it was received by the IRS/state.
