Enter the Payer's TIN in the State Payer's state no. box.

The 1099-NEC form specifically reports Nonemployee Compensation which you may have gotten in previous years on a 1099-MISC. So, if you worked as a freelancer or contractor last year, you probably got a 1099-NEC reporting how much money you were paid in box 1.

You'll be able to deduct business expenses related to the self-employment income.

The payers tin is not 14 characters. It is only 9 characters.

If your 1099-NEC has no EIN, then you need to contact the person/company who issued the NEC and ask for the correct EIN.  The EIN is in the format ##-#######  2 numbers a dash and then 7 numbers following that.  Each employer has their own EIN so you can only find out from that employer.
