How can I override the Payer's TIN when I am entering income from a foreign country and the number does not fit into this format?

It depends. Are you trying to enter foreign earned income and create a duplicate W2? If you are, stop. Instead enter it by:

Click on Federal
Click on Wages and Income
Click on I'll choose what I work on (if shown)
Scroll down to Less Common Income
On Foreign Earned Income and Exclusion, click on the start or update button
