How come I'm getting charged 80 when I chose to, get it taken out of my taxes .

Since the IRS took your refund, TurboTax can no longer get your payment from your refund. Per the Refund Processing Agreement, you authorized TurboTax to debit your bank account if your refund was insufficient to cover your fees.
