How do I add a credit card to pay what I owe.

I seen a person ask the same question and this link https://ttlc.intuit.com/community/account-updates/help/how-do-i-update-my-turbotax-account-information/01/25927 was given to him but it doesn't mention anything about adding a credit card. Its a basic how to edit account settings and when you go to your intuit account settings, guess what, there's no credit card option to add/edit.

In step two of the File portion I'm given the option to "charge my credit card" but it doesn't give me the ability to enter my credit card information. I'm stuck.

You may have the "Pay from my Refund" option selected.

Here's how to remove refund processing fees and change your payment method before you e-file:

Sign in to your account and open or continue your return.
Select File in the left menu and proceed to the Just...more step screen.
On this screen, select the first Revisit link (next to You've chosen to deduct your TurboTax fees from your federal refund).
Select View Payment Options on the next screen and select Pay with credit card on the screen after that.
Complete payment by entering your credit or debit card information.
Continue to the Just...more step screen to make sure the Pay With My Refund has been removed. Step 1 should now show that you paid with your credit or debit card.

Unfortunately this isn't working.
The steps go like this
1) Select pay with credit card
2) Page asking for you to agree to a processing fee
3) Goes to "Here's your credit card information" page with unfilled in information

It skips an input page and shows you the final "Heres your info page" without ever allowing you to input your info. Right now it seems like Turbo Tax doesn't allow you to input your CC information to pay

You can try deleting your browsers cookies. Please see this Turbo Tax FAQ regarding How to delete cookies! If that doesn't work try using a different browser all together.
