Question 15b of the RI-1040NR is a question regarding healthcare. If you and all members of your household had minimum essential health insurance for your months of residency in Rhode Island, this box should be checked. If not, a penalty may be assessed on your return.

Full-year non-residents are to leave the checkbox on page 1, line 15b unchecked and are not assessed a penalty as a nonresident of Rhode Island

If you were a part-year Rhode Island resident and had health insurance during your time in the state, then you would indicate so during the state interview screens. You cannot directly change your answer on the form.

Please follow these instructions in TurboTax:

  1. Click Edit next to your Rhode Island resident return.
  2. Continue through the screens until you get to a page titled About Your Health Insurance.
  3. Answer We all had health insurance coverage all year for the question Did everyone in your household have health insurance coverage for 2020?
  4. Hit continue.

I have attached a screenshot below of the screen explained in Step #5 for additional guidance.
