How do I calculate the number of exemptions my 18 y/o should claim making less than $1,700 from his first summer job this year (2019) in Michigan (MI-W4)?

(I edited the question for clarity) He is a full-time student and is planning to not have any other jobs this year. The MI-W4 item #6 states: "Enter the number of personal and dependent exemptions you are claiming:"
Michigan personal exemption amount for 2018 is $4050. How do I calculate the "number of exemptions" he should be claiming?

refer to the MI Dept of Revenue tax return Instructions for who must file based on income and circumstance.
He probably does not need to file a return unless tax was withheld.
