How do I claim the debt paid for an overpayment from the DoD in order to go against my tax liability?

I was overpaid by the DoD previously, and paid over $3000 for that debt in 2021. Received Certificate for Income Tax Adjustment from DFAS.

THis is a claim of right repayment.
