If there is an error in the state withholding on your W-2, contact your payroll office.  Otherwise, if your employer really did withhold taxes for the wrong state you will have to file a nonresident state return to get the withholding refunded.

You only mentioned the need to file a return in State #1 to get a refund of any incorrectly withheld State #1 taxes.  Please address the consequences of wages themselves being incorrectly reported in State #1 when employee believes they were earned in State #2.  For example if the employer does not correct Box 15 will State #1 be expecting a State #1 return making it imperative to get Box 15 corrected to avoid paperwork explaining to State #1?  Please include the trouble of calling the IRS to get Box 15 corrected  https://www.irs.gov/faqs/irs-procedures/w-2-additional-incorrect-lost-non-receipt-omitted/w-2-additional-incorrect-lost-non-receipt-omitted#:~:text=Call%20the%20IRS%20toll%20free,W%2D2%20within%20ten%20days.
