in step-by-step mode you continue through the return until you reach a screen that allows you to choose between e-filing and mailing.  select e-file. then eventually you get to a screen that has an orange icon to submit.  click on it.  note that the IRS will not open for e-filing until 2/12/2021. so if you submit your return now it will sit on TT servers until that date, if you realize you need to make changes you're can't recall it.
