How do I electronically sent my 2019 State taxes which were done on Turbo Tax?

I originally file physically by mail, but it wasn't accepted.

2019 returns cannot be e-filed. The only way to file a 2019 return is by mail. E-filing for 2019 closed permanently in October of 2020.

What do you mean by filed by mail originally but not accepted? Did the state send it back to you for some reason? How do you know (or think) the mailed state return was not accepted? Did you use a mailing service that tracked it so you know it was received?

Hello,

I originally mailed the return to NYS but they claim they never got it and know nothing about it. After rereading the Turbo Tax return, it does say that i must efile, but I don't know how.
