If you have your 5-digit Self-Select PIN from last year instead, you may be able to use it.  See the answer I left jtaylo72 on this page for more info.   But we may be able to help you retrieve your 2018 AGI.

What does "can't access" mean?    What/where is the roadblock that is preventing you from accessing your last year's AGI information?   Are you using desktop software or Online TurboTax?   What version did you use last year?  If it was prepared Online, do you not find your 2018 information in your Online account?  If not, we can help you troubleshoot for multiple accounts.

No. The IRS will send you a CP01A notice with your new IP PIN by early January of 2020. That's the one you'll need to file your 2019 return.

@jtaylo72  asked:  "How do I file my 2019 taxes with my tax pin from 2018?"

It depends what you mean by "tax PIN."    There are a couple of different kinds of PINs.   If you are referring to the 5-digit prior-year "Self-Select PIN", then that can be used instead of the 2018 AGI to verify your return during efiling.  That method is not as common as using 2018 AGI to verify.  Most people use the 2018 AGI because they have not saved the 5-digit PIN from the prior year.

If that 5-digit Self-Select PIN from last year is the kind of PIN you are asking about, on one of the screens in the FILE section you should be able to TurboTax you want to use a different method other than 2018 AGI and then enter the 5-digit prior-year PIN in a PIN field instead.

If you are referring to a 6-digit IP PIN (Identity Protection PIN), then that's a whole different ballgame.  For those required to use one, a new 6-digit IP PIN is required every year.  And it is not entered in the FILE section, but instead in a completely different section of the TurboTax interview.    For more info on the 6-digit Identity Protection PIN see TurboTax DonnaLO's answer on this page.
