I have already filled out the info regarding my blue chip growth dividends, but have a row below for my government cash reserves

I'm not sure what you mean by "row below". However, when you enter your dividends as reported on your 1099-DIV, there is an option below the entry for boxes 1 to 2(a) that states "My form has info in more than just these boxes", if you click on that option you should see all of the boxes that are on your 1099 statement.

It should be sufficient to enter the information listed in the boxes on your form 1099-DIV. Everything you need to report should be listed in a box on your form.
