How do I fix "Whoops! We hit a snag loading your data. Please try again"

I am logged into my account but none of my data is available, nor are downloads.  I have tried again and again, signing in then out then in then out . . . . .

This issue may be resolved by clearing your cache and cookies on your browser. Please see the following instructions on how to clear your cache.
