How do I get Texas extension due to freeze on August 12. This is supposed to be extended  to June 15, 2021?

Extension requests can no longer be e-filed.  You will have to print and mail the Form 4868 on or before 06/15/2021 since you are a Texas resident.

Your question is confusing.  I'm not sure why you mentioned "August 12".  Was that a typo, and did you mean to mention the winter freeze of February 12?  Otherwise, why are you mentioning August?

 

It's not clear from your question when you are wanting to file.  Do you plan to file by June 15?   If so, then according to this article, if you are in the winter storms disaster area, the IRS "should" notice you qualify for the June 15 filing deadline based on your return's address and automatically apply the postponed due date of June 15.

However, even if you file by the June 15 delayed deadline, it's possible the IRS might (less commonly) miss that you are in the disaster area.   If they do, see the following:

 

A paragraph in that article says:

"The IRS automatically provides filing and penalty relief to any taxpayer with an IRS address of record located in the disaster area. Therefore, taxpayers do not need to contact the agency to get this relief. However, if an affected taxpayer receives a late filing or late payment penalty notice from the IRS that has an original or extended filing, payment or deposit due date falling within the postponement period, the taxpayer should call the number on the notice to have the penalty abated."
