How do I mail in my city tax when the paperwork is preview only?

My State tax (Which includes the paperwork for my city tax) is still preview only. The state tax has been accepted and I need to mail the city tax in sense turbo tax can not e-file it. However, the fact that it is still marked "preview" is preventing me from doing this. How can I file my city tax?
